Follow the wording, the people who helped shape it, and the reasons it changed. A proposal stays a proposal until an accountable release decision says otherwise.

The first records preserve the actual proposals from the Accord expansion. Each currently has one recorded revision. No later iterations, outside submitters, or review decisions have been invented. New public proposals appear here only after moderation.

How the full history works

Every submitted revision gets a permanent reference, full text, a parent revision, and an explanation of what changed. Each record page compares any two revisions and keeps branches, declined proposals, dissent, and later reconsideration connected.

Public attribution uses the contributor’s chosen credit. Contact details and confidential reports stay private. Where privacy requires a redaction, the public record explains that a redaction occurred without reproducing the sensitive material.
